A renovation in Israel is not just "repaint the walls". It must be spelled out in the quote. Option 1: you buy (cheaper but more hassle). Option 2: the crew buys with 10-15% markup (convenient, more expensive). Option 3: split — finishing materials by you, consumables by them. Never agree to "we will buy it all and settle later".
Internal finishing — no. Moving walls, combining rooms, facade changes, non-standard windows — yes, you need a municipality permit (heter bniya). Removing a load-bearing wall is very hard and requires a structural engineer.

Yes. Major Israeli banks (Leumi, Hapoalim, Discount) offer renovation top-ups on mortgage (halvaa le-shiputzim) at ~5-7% APR for 5-15 years. Some contractors accept payment providers (Tarshish, Max) — 6-12 instalments at 0%.
